As the Group Manager Planning and Land Use, you’ll lead our efforts to engage with iwi and stakeholders, ensuring our land use strategies align with KiwiRail’s long-term goals. You will also play a crucial role in managing and optimising our extensive land portfolio, which spans over 18,000 ha of land across New Zealand.

The Group Manager Planning and Land Use will provide strategic leadership in overseeing resource management planning, Crown land use, and project spatial planning. You’ll advise the business on land use strategies across our property portfolio and major projects, ensuring that we engage meaningfully with iwi and public sector partners.
This role requires strong relationship-building skills, an understanding of New Zealand’s political landscape, and expertise in Crown land use legislation. As part of the Property leadership team, you’ll shape KiwiRail’s approach to planning and land use while fostering an inclusive and collaborative environment.
Ngā pūkenga e rapu nei mātou | What you will bring:
We’re looking for someone with a strong track record in planning, engagement, and strategic land use. You’ll need:
- Extensive experience in strategic land use or planning, ideally across both public and private sectors
- Expertise in legislation around Crown land and the Public Works Act 1981
- A strong understanding of Te Tiriti o Waitangi, Treaty settlement legislation, and tikanga Māori
- Proven leadership ability with a focus on empowering teams through inclusive, bottom-up engagement
- Excellent relationship management skills with the ability to work effectively with senior leaders, iwi, and external stakeholders
- Experience in managing multiple projects and prioritising effectively
- Sound judgement and integrity, especially in risk management and strategic decision-making
It’s great if you also have:
- Working knowledge of the New Zealand Railways Corporation Act 2005 and other relevant legislation
