The Portfolio Manager – Capital Management at KiwiRail is responsible for supporting the strategic planning, submission and review of capital investment proposals, ensuring alignment with KiwiRail’s strategic priorities. You will be critical in delivering a structured and transparent capital investment process that supports sustainable outcomes for customers, employees, shareholders, and New Zealand.
A core focus of this role is to enhance the maturity and effectiveness of KiwiRail’s end-to-end capital management processes. You will lead the development of sound capital submissions, including high-quality business cases with clearly defined cost, time and scope parameters. You will also oversee the implementation and continuous improvement of control frameworks that enable consistent tracking, reporting and assurance of capital investment performance across KiwiRail.
Key accountabilities include:
- Leading the ongoing improvement of KiwiRail's capital submission, review and approval processes
- Supporting business units in developing high-quality, strategically aligned and commercially robust capital requests
- Developing long-term 5–10-year capital pipelines and improving the definition of time, cost and scope parameters; integrating them into tracking and reporting systems
- Implementing frameworks and controls to enhance transparency and governance in capital investment
- Coordinating with Finance, Delivery and Asset Management teams to align capital planning with funding, readiness and delivery capability
- Promoting the use of integrated systems such as SAP, Primavera P6, Active Risk Manager and Power BI for portfolio oversight
Key will be your knowledge and experience to upskill the team to enable them to provide the right information to the business to make sound capital decision-making.

Success in this role requires strong interpersonal and influencing skills to build trusted relationships and provide hands-on support to business units. You will be a proactive and results driven person with a commercial focused mindset. Your knowledge and experience will include:
- Experience in capital investment reviews, decision-making and capital rationing
- 10+ years in corporate finance or project controls, specialising in capital management
- Strong expertise in financial analysis and portfolio management
- In-depth knowledge of project controls, reporting, and performance tracking
